SCTPP was launched by top industry executives and safety advocates through the ARTBA Foundation to significantly reduce--and ideally eliminate the 50,000 worker deaths and injuries that occur each year in and around U.S. transportation infrastructure construction projects. It was designed for construction workers, supervisors and foremen as well designers, planners, operators of equipment, suppliers, manufacturers, and owners.
The SCTPP test is an 2.5-hour long test with 120 multiple choice questions. These questions cover the process of assessing, drafting and implementing safety programs for projects, identifying risks and mitigating them, directing personnel on project sites, preparing an investigation plan, writing accident/incident reports, and conducting training sessions. SCTPP certification is valid for a period of three years. Recertification requires documentation, ongoing education in the area and retesting.
To be eligible to be eligible for the SCTPP applicants must possess a bachelor's degree in construction management or engineering and two years of experience working at transportation construction sites. This experience can include working as an operator, laborer, foreperson or superintendent and could also be gained through internships. The applicant must also complete the OSHA 30 or OSHA 510 course. SCTPP pays for the weighted-average tuition at a school that participates in the program or the tuition actually charged at the time of application, whichever is less. SCTPP does cover some expenses but not all.
